Generally speaking, a comprehensive plan guides growth, development, and key public investments. Rooted in Morgan will look at Morgan County as an interconnected whole through the county-wide comprehensive plan, but also respect the unique qualities, challenges, and community visions of each jurisdiction through a "family" of individual guiding plans.
