Public Engagement
A public hearing officially kicks off the Comprehensive Plan process, notifying elected officials and the public about the project and announcing upcoming engagement opportunities. Public hearings for this plan were held at each jurisdiction’s city or town council meeting, as well as the Morgan County Board of Commissioners meeting. Below are the materials presented at each meeting.

Thank you to everyone who joined us for the Community Kick-Off! We appreciate all who attended and shared ideas about the future of the community. Meeting materials and engagement results are now available for review.
During the event, participants completed a tree-based community collage activity tailored to each community. Residents reflected on the things they love and want to keep “rooted” in their community, while also sharing hopes and ideas for future growth represented as new “shoots.” The activity helped spark conversations about community needs and opportunities for the future.

Statistically Valid Mailed Survey
ETC Institute administered a Comprehensive Planning survey to Morgan County residents in May and June of 2026. The purpose of the survey was to gather feedback on priorities for land use, housing, infrastructure, community facilities, transportation, economic development, open space, and other elements that affect daily life across the county. The goal was to collect a minimum of 400 surveys from randomly selected households. The goal was met, with 405 surveys collected. The overall results for the sample of 405 surveys have a precision of at least +/‐ 4.8% at the 95% level of confidence.

Community Advisory Committee (CAC)
The Community Advisory Committee (CAC) meeting brought together representatives from all jurisdictions in Morgan County to help guide the planning process. The meeting included a virtual poll and discussion on community needs and opportunities.

Technical Advisory Committee (TAC)
The Technical Advisory Committee (TAC) meeting brought together representatives from fire, police, local governments, and partner agencies across all jurisdictions in Morgan County to help guide the planning process. The meeting included a collaborative discussion on community needs and opportunities, and a review of recent accomplishments in the county and jurisdictions.
